WaveSave’s Integrated Flood Protection Solutions

Mobile flood barrier solutions in Uganda are essential to reduce flood risks and improve climate resilience. In this Adaptation Fund project, WaveSave supports the deployment of scalable mobile flood barriers to protect communities, infrastructure, and livelihoods.

Project Overview

Background & Goal

The Obongi District in Uganda’s West Nile Sub-Region experiences severe recurring floods from the River Nile and Kochi River, resulting in widespread displacement, infrastructure damage, and livelihood disruption. Outdated flood management approaches and lack of adaptable protection infrastructure have left communities exposed to escalating climate risks, with refugees, women, children, and the elderly disproportionately affected.

Mobile flood barrier solutions in Uganda

The goal was to implement an intelligent flood and drought management system in Obongi District using SLAMDAM mobile flood barriers to protect vulnerable communities, enhance water security, and build local capacity for sustainable climate resilience.

Solution

Flood resilience through mobile barrier deployment

This mobile flood barrier Uganda project focuses on protecting vulnerable regions from increasing flood risks. WaveSave delivered a comprehensive climate resilience solution through integrated components:

  • Flood and Drought Risk Assessment
  • Data-Driven Deployment Strategy
  • Real-Time Monitoring Platform
  • Community-Based Response Framework
  • Rapid-Deployment SLAMDAM System

Unlike traditional flood protection infrastructure, WaveSave combines deployable solutions such as SLAMDAM with practical implementation expertise, ensuring fast deployment and real-world impact.

Clients and Donors

Primary client is Ministry of Water and Environment in Uganda with financial support by the Adaptation Fund.

Location

Location: Obongi District, Uganda (Upper Albert Nile Catchment Area)

Timeline: 2022 – 2024

Project impact

Deploying mobile flood barriers in Uganda enables immediate and long-term improvements in flood protection and climate resilience.

  • Protected Critical Infrastructure
  • Strengthened Local Emergency Response
  • Improved Community Resilience
  • Enhanced Water Security
  • Sustainable Adaptation Model

The project aligns with international climate adaptation frameworks supported by organizations such as the Adaptation Fund, UNDP, and the World Bank.

Why mobile flood barriers are critical for Uganda

Flooding is increasing in frequency and intensity across many regions of Uganda due to climate change and changing rainfall patterns. Traditional infrastructure alone is often not sufficient or flexible enough to respond quickly to these risks.

Mobile flood barriers provide a rapid, adaptable solution that can be deployed where and when needed. This makes them particularly effective for protecting vulnerable communities, infrastructure, and economic activities.

By combining flexibility with strong protection capacity, mobile flood barriers play a key role in improving flood resilience and supporting climate adaptation strategies.
